Cosgrove was influenced by public discussion of immigration following World War Two. Cosgrove suggested setting-up a Department of Child Migration. He envisaged cottage homes, similar to those of the Fairbridge scheme, being attached to Tasmanian Area Schools to house the children. The plan reflects the romanticism surrounding child migration at the time.
The archival item also contains a letter from JS Collings, the Minister for the Interior, to inform Cosgrove that his plan would be forwarded to the Inter-Departmental Committee on Migration Policy for assessment.
