'Child Welfare' is an excerpt from the digital copies of the Parliamentary Debates (Hansard) of the Western Australian Parliament. On page 1135 of the excerpt, the Premier, in response to questions, confirms that the report of the investigation into WA child welfare practices by RH Hicks, the Director of Child Welfare in New South Wales was received in October 1953, was given to the press on 5 August 1954 and would not be tabled in parliament.
