Keelong Remand Centre was established at Unanderra by the Department of Youth and Community Services in 1978. It was a remand home for boys who were defined as delinquent and was usually for first offenders. In 1990 the Department of Juvenile Justice took responsibility for Keelong, which became Keelong Juvenile Justice Centre.

According to the notes attached to a collection of images owned by the State Library, Keelong Remand Centre was opened by the Minister in August 1978.
In 1991 the New South Wales Ombudsman, David Landa, presented a report to the Parliament regarding the case of a boy who alleged he had been brutalised at the Mt Penang Detention Centre in 1989. The boy had been moved from Keelong, and stated to the Ombudsman that he preferred the regime there, which was much gentler than that at Mt Penang. Landa reported that Keelong was for first offenders and boys needing support, and that it was a much more appropriate place for the boy in question.
