As a result of the 1960s move towards providing care for children in smaller cottages, work began on building two cottage units on the land surrounding Horton House in 1965. The foundation stones were laid by Mr Anderson MLA on 28 July 1965 and Alford House and Hocking House were opened by Mr J Herbert MLA on 6 April 1966.
Each cottage housed up to 16 children with house parents.
In 1976 the whole complex became known as Horton Village.
