The Blair Athol Unit was opened by the Department for Community Welfare at 1 Deakin Street, Blair Athol in 1982. It operated as a Home Care Unit and initially took in four children from Colton Cottage at Thorngate when it closed that year.
In Home Care Units a small number of children were cared for in the homes of senior residential care workers. The 1982 Annual Report of the Department for Community Welfare described Home Care Units as accommodation for young people who had been in care over a long period of time and could not easily live in one of the assessment or therapeutic unit which had been established during the 1970s-1980s. Children, who could not return home, or be placed in foster care or a non-government home without serious emotional consequences, might be placed in a Home Care Unit.
