According to O'Hanlon, Allenby Lodge was designed 'to provide a home-like atmosphere' with 'clean, healthful comfort, and a strong moral and religious influence' for 'young girls in business who are away from their homes'.
O'Hanlon also writes that Allenby Lodge was established 'only as a small adjunct' to the larger hostel, Spring House, which was under construction in Melbourne city.
