From 1989 until 1992, Anglicare ran an Emergency Foster Care Scheme in the metropolitan area placing young people with foster families. According to Anglicare (2014), this was a 'cooperative initiative with Communicare to coordinate' the scheme. Respite or planned placements were not available under this scheme, and 'all referrals had to be crisis/unplanned placements'. Many of the children placed in the Emergency Foster Care Scheme would have been referred to Anglicare by the government departments responsible for child welfare.
From 1992, Anglicare's 'Emergency Foster Care Scheme' was continued by its Teenshare program.
