The Prom Hostel began in 1986 as part of the Youth Supported Accommodation Program, which was a sub-program of the Commonwealth/State funded Supported Accommodation Assistance Programme (SAAP). It was run by The Prom Hostel Management Committee. In 1989, 'The Prom' was described as providing medium to long term accommodation for females aged under 18 years in a surburban house, with support given by live-in staff.
