The Trust was established by an Act of Parliament, The James Brown Memorial Act 1894. The legacy was used to establish both Kalyra Hospital and Estcourt House. The trustees of the James Brown Memorial Trust ran Estcourt House, 1894-1955, and Kalyra Hospital, 1894 -1988. The James Brown Memorial Trust was still operating in 2014.
