In December 1951, a British Home Office official named John Moss visited Western Australian institutions where British child migrants were living. Moss had been a member of the 1944 UK Care of Children Committee (the Curtis Committee). His report, known as the Moss Report, was submitted to the British government in 1953 and was 'relatively positive' about child migration institutions and practices in Australia.
