Details

In The Noisy Mansions (1986, pp.129, 210-214), former Director of Swan Homes and Swanleigh, Roy Peterkin gave an overview of the role of the Anglican Orphanages Board of Management and other boards and committees of the Anglican Diocese of Perth which governed Anglican children's homes.

From 1941, the Anglican Synod formed half the membership of the Anglican Orphanages Board of Management.

Until 1949, the Anglican Orphanages Board of Management had no role or responsibility in the governance of the Parkerville Children's Home. However, around 1947, the Manager of the Swan Homes joined the Parkerville Association (which was the board of management of the Parkerville Children's Home). In 1949, the Anglican Orphanages Board of Management 'was declared the authorised board of management of the Parkerville Children's Home Association' with limited responsibilities (including publicity, liaison with the Child Welfare Department, financial management and expenditure up to £5000). However, the Anglican Orphanages Board of management still had to report to the Parkerville Children's Home Association and obtain approval for capital expenditures above the delegation. During the 1950s, the Incorporation documents of the Parkerville Association were amended to increase the powers of the Association and provide that 'its membership should consist of those persons who for the time being held the office of Diocesan Trustee or that of Diocesan Secretary' (Peterkin, p.129).

In 1954, the Anglican Orphanages Board of Management was replaced by the Anglican Homes Board.
