The Education Act 1905 provided for the establishment of kindergartens and the compulsory education of 'blind, deaf and mute children' between the ages of 7 and 16. If their parents could not provide an education, the children had to go to an institution. Many children went to the Blind, Deaf and Dumb Institution under the auspices of this Act.
