This Handcuff Register is a record that was kept by staff at Westbrook Youth Detention Centre. The Register records the name of each child who was escorted from the institution while wearing handcuffs. The date, time, name of escort, as well as the time when the handcuffs were removed are also recorded. Each entry was required to be signed by a staff member.
