The first official Protector in the Northern Territory was FE Goldsmith, the expedition surgeon travelling with Government Resident, BT Finniss on his survey of land in the Northern Territory during 1864-1865. While the Northern Territory was under South Australian control, Protectors reported to the responsible minister of the South Australian Government through the Government Resident of the Northern Territory.
