Glenelg Foster Care was established in 1983 by Lutheran Children's Homes. The Lutheran Church had decided to move its child care services from cottage homes in eastern Melbourne, to foster care services in the Glenelg region in south western Victoria. Glenelg Foster Care's headquarters were in Warrnambool. In 1991, Glenelg Foster Care amalgamated with other agencies to form the South Western Community Care Association Inc.
