Maine joined the Western Australia Child Welfare Department in the 1950s, before later being appointed Director of the Community Welfare Department. He speaks about the history of the Child Welfare Department and about the policy of child removal. He also talks about changes in government policy following the 1967 Referendum, the creation of the Aboriginal Child Care Agency, and the overriding of state practices by the Commonwealth Department of Aboriginal Affairs.
