Fullarton Cottage at Myrtle Bank was opened in 1970 by the Department of Social Welfare and Aboriginal Affairs. It could house up to six children aged between 7 and 16. Day-to-day care was provided by a housemother and an assistant. In the Report from the Children In State Care Inquiry 2004-2008, former residents stated that boys slept on the cottage's upper level and girls on the lower level.
In 1979 the cottage became known as the Youth Therapy Unit.
